A firm requested reconsideration of a decision which dismissed its protest as untimely filed. The protest was dismissed because it related to the solicitation of best and final offers and was not received by GAO until after the closing date for such offers. The protester contended that: (1) it did not know the basis of its protest until after the closing date; and (2) the issues raised in the protest were so significant as to warrant an exception to the timeliness rules. GAO held that: (1) the initial protest was against the solicitation of best and final offers and the protester must have known the basis of its protest before the closing date; and (2) the issues were not of sufficient interest to merit an exception to the timeliness rules. Accordingly, the prior decision was affirmed.
