A firm protested a contract award to another firm by the Navy, contending that the awardee did not qualify as a small business. All of the bidders within the competitive range certified that they were small businesses. It was subsequently determined that the awardee was not a small business and that the awardee's false self-certification was unintentional. GAO held that the Navy adequately justified the urgency of the contract award and that the award was proper. GAO further held that termination of the nearly completed contract would unduly disrupt performance. Accordingly, the protest was denied.
