A firm protested the award of a franchise agreement under a District of Columbia request for proposals, contending that the awardee did not participate in the procurement and that the initial and revised proposals were submitted by a different entity. Both the initial proposal and the best and final offer contained variations of the legal name of the offerer's company; however, GAO found that the proposals were submitted by the awardee and that there was no indication of an attempt to transfer rights in the proposal from one entity to another. Accordingly, the protest was denied.
