A firm protested the rejection of its nonresponsive bid under a General Services Administration solicitation, contending that a solicitation specification was unduly restrictive of competition. GAO held that, since the protest was not received by GAO until after the bid opening date, it was untimely filed. Accordingly, the protest was dismissed.
