A firm requested reconsideration of a claim for proposal preparation costs which was previously dismissed by GAO as untimely tiled. The protester noted that it picks up its mail only twice each month and that it did file its original claim within 10 days after becoming aware of the basis for its protest. The protester contended that the Small Business Administration improperly canceled a procurement after offers were submitted and that it was entitled to reimbursement for proposal preparation costs for its bid. GAO agreed that the original claim was timely filed, but held that the protester failed to demonstrate that it would have had a substantial chance of receiving a contract award. Accordingly, the claim was denied.
