[Query Concerning Volume 1 of the Joint Travel Regulations]

An Acting Assistant Secretary of the Air Force requested an advance decision as to whether volume 1 of the Joint Travel Regulations may be amended to authorize shipment overseas at Government expense of a replacement vehicle for a service member stationed overseas whose vehicle has become impractical to repair due to normal deterioration and wear. Current regulations only authorize replacement of vehicles under limited circumstances if replacement is in the best interest of the Government. GAO determined that Joint Travel Regulations may be amended to authorize such a shipment to a service member stationed overseas for a protracted period provided realistic time periods were considered.
