[Claim for Proposal Preparation Costs]

A firm claimed its proposal preparation costs under a Small Business Administration (SBA) request for proposals for padlock equipment. The initial claim to the contracting agency was denied. GAO stated that it would only consider a claim for bid or proposal preparation costs in connection with a timely protest. Accordingly, since the protester's claim to GAO was untimely, it was dismissed.
