A firm protested a contract award by the Defense Logistics Agency, contending that the awardee was nonresponsible for various reasons. GAO will not review an affirmative determination of responsibility absent a showing of possible fraud or bad faith or an allegation that definitive responsibility criteria were misapplied. Since neither exception applied in this case, GAO declined to review the protest. Accordingly, the protest was dismissed.
