A firm protested that the specifications in an Army solicitation were unduly restrictive of competition. GAO held that, because the Army canceled the solicitation, the protest was academic. Further, GAO declined to consider the protest to ensure that future procurements are handled fairly, because bid protest procedures are not available for challenging future procurements. Accordingly, the protest was dismissed.
