A Navy officer requested reconsideration of a Claims Group disallowance of his claim for per diem. The officer had claimed per diem expenses in connection with a temporary duty assignment, but the claim was disallowed because an investigation showed that the claimed lodging costs were not based on costs actually incurred. Further, the officer failed to provide appropriate orders to establish his presence in the area of his alleged lodging. Although the officer did not claim the lodging expenses in his appeal, GAO held that the lodging expenses fraudulently tainted the entire claim which prevented its being allowed. Accordingly, the Claims Group decision was sustained.
