A firm protested that the specifications in an invitation for bids issued by an Army activity were unduly restrictive. When the Army canceled the solicitation, the firm protested any resolicitation on a sole-source basis. GAO held that the first protest was academic since the solicitation was canceled. In addition, the Army notified GAO that it did not intend to resolicit the procurement. GAO held that its bid protest procedures are not available for challenging future procurements. Accordingly, the protest was dismissed.
