[Protest of DCSC Procurement]

A firm protested the Defense Logistic Agency's (DLA) ordering of materials without considering more than one potential offer. DLA had concluded that only the one offerer possessed sufficient evaluation data. The protester argued that: (1) DLA had approved its product in four previous awards which should have constituted sufficient evaluation data; and (2) the DLA failure to investigate other sources improperly perpetuated a sole-source procurement. GAO held that, since prior evaluation data could not ensure the current adequacy and reliability of the protester's product, DLA properly rejected the bid. GAO also noted that DLA is developing test criteria so that alternate offers may be evaluated. Accordingly, the protest was denied.
