Highlights

A firm protested allegedly restrictive specifications contained in a solicitation issued by the Navy. Bid protest procedures provide that protests of alleged improprieties in a solicitation which are apparent prior to bid opening must be filed prior to that date. Since this protest was received after that date, it was untimely and not for consideration. Accordingly, the protest was dismissed.
