A firm requested reconsideration of a GAO decision to dismiss its protest of a Navy contract award, because GAO viewed the protest as involving an affirmative determination of responsibility which it does not review under the circumstances applicable in this case. The protester contended that the GAO decision was wrong and stated that the protest involved responsiveness rather than responsibility. GAO found that the protester failed to show that the bidder did not make an unconditional promise to perform in accordance with the terms of the solicitation or demonstrate in its request any factual or legal grounds that warranted a reversal or modification of the prior GAO decision. Accordingly, GAO denied the request for reconsideration and once again dismissed the protest.
