[Request for Reconsideration of Proposal Rejection]

A firm requested reconsideration of a decision which denied its protests of the elimination of its proposal from the competitive range under a Federal Railroad Administration (FRA) request for proposals. The protester argued that the record demonstrated that FRA had always deemed its proposal to be within the competitive range. However, GAO stated that the information presented did not contradict the FRA position that it ultimately revised the competitive range by eliminating the protester's proposal. Accordingly, GAO affirmed the prior decision.
