A firm filed a preaward bid protest which questioned the integrity of a competitor in connection with an Employment and Training Administration solicitation. GAO stated that a question of the integrity of an offerer is a matter of contract administration and will not be reviewed unless there is evidence of fraud or bad faith on the part of the procuring officials. Accordingly, the protest was dismissed.
