A firm protested an Army contract award, contending that the solicitation's specifications were inadequate. Bid protest procedures require that a protest alleging improprieties in a solicitation which are apparent prior to bid opening be filed prior to that date. Since this protest was not filed within the appropriate timeframe, it was untimely and, therefore, would not be considered on its merits. Accordingly, the protest was dismissed.
