An individual requested reconsideration of his admittedly late protest of the rejection of his bid submitted in response to a Forest Service invitation for bids, contending that he was unaware, until recently, of the timeliness rule. GAO stated that bid protest procedures are published in the Federal Register, and protesters are charged with constructive knowledge of their contents. Therefore, lack of actual knowledge of timeliness requirements does not excuse untimely filing of protests. Accordingly, the protest was dismissed.
