[Protest of Army Contract Award]

A firm protested an Army contract award, questioning the awardee's status as a manufacturer or regular dealer under the Walsh-Healey Act. GAO does not consider such matters, since a bidder's legal status under the Walsh-Healey Act is determined by the contracting agency, subject to review by the Small Business Administration, if a small business is involved, and the Department of Labor. Accordingly, the protest was dismissed.
