A firm protested the Army's cancellation of an invitation for bids and the resolicitation of the procurement. The solicitation was canceled because Army regulations had been amended to prohibit the consideration of prompt payment discounts in the evaluation of bids, a fact which had been overlooked until after bids had been opened and evaluated. GAO held that, since the solicitation violated the mandate of Army regulations regarding discounts, there was no basis for objecting to the solicitation cancellation and subsequent resolicitation. Accordingly, the protest was summarily denied.
