A firm protested a Navy contract award under a solicitation for an automated weapon storage and retrieval system. The protester was a potential supplier to the prime contractor and contended that the awardee intended to utilize a supplier whose product did not meet the solicitation specifications. Under bid protest procedures, a party is only interested if it would be eligible for award if issues raised were resolved in its favor. Since the protester was not eligible for award, it was not an interested party. Further, GAO does not consider complaints about prospective subcontract awards, since the Government's approval of the selection of a subcontractor is a matter of contract administration. Accordingly, the protest was dismissed.
