A firm protested an Army contract award, contending that its bid had been improperly rejected for failure to acknowledge a solicitation amendment. The protester asserted that, even though its protest was untimely, GAO should consider the protest under the significant issue exception to GAO timeliness rules. GAO found that the issues which the protester raised had been considered in prior decisions and did not consider them to be of widespread interest. Therefore, GAO did not believe that the protest warranted consideration under the significant issue exception, and the protest was dismissed. Accordingly, the protester's claim for bid preparation costs was also dismissed.
