Views were presented on budgeting for public capital investment. Although the Government has long been involved with the development and implementation of public facilities, it does not have a coherent framework within which to develop a capital investment strategy. It was suggested that the Government should develop a strategy which reflects a conscious set of decisions regarding how much of the country's resources should be invested in public capital and how those resources should be allocated, and it was concluded that the Federal Government needs to develop a means of addressing the level of public capital investment while maintaining a unified budget.
