A firm protested the award of any contract for heavy-duty jumper cable to either of two competitors, contending that they could not furnish cable of the material specified in the solicitation. A firm's ability to furnish a specified product is a matter of bidder responsibility to be determined by the contracting officer before the award of a contract. GAO does not review an affirmative determination of responsibility absent a showing that the contracting officer acted fraudulently or in bad faith, or that definitive responsibility criteria in the solicitation have not been met. Neither exception appeared applicable in this case. Thus, GAO would not consider the protest. Whether the firm which was awarded the contract will supply cable conforming to the contract requirements is a matter of contract administration, and this is the responsibility of the procuring agency, not GAO. Accordingly, the protest was dismissed.
