A firm protested the rejection of its bid under a request for proposals (RFP) issued by the Veterans Administration (VA). The bid was rejected by VA because the protester failed to acknowledge an RFP amendment. The protester filed a protest with VA, which sustained the rejection. Bid protest procedures provide that, if a protest is initially filed with the contracting agency, any subsequent protest must be received by GAO within 10 days of knowledge of the initial adverse agency action. Since the protest was not filed within this timeframe, it was untimely and not for consideration. Accordingly, the protest was dismissed.
