A firm requested a review of a General Services Administration (GSA) audit action concerning the carrier's bill for the transportation of a shipment of dry goods under a Government bill of lading. GSA held that the shipment had been misrouted and that lower charges to the Government should result. The firm agreed, but contended that the agency's figures were incorrect because of a misinterpretation of the applicable tender. GAO held that GSA had properly applied the tariff rate and that a carrier may not charge a shipper a greater amount to transport a lesser weight of the same commodity. Accordingly, the audit action of GSA was sustained.
