The Claims Group issued settlements directing the Air Force to pay certain travel expense claims of four civilian employees of the Air National Guard. However, the Air Force returned the settlements to the Claims Group with additional information concerning the travel involved, requested a review of the settlement, and recommended that the allowance of the claims be reversed in view of the additional information. The claimants appealed to the Air Force the disciplinary action taken against them in connection with the travel in this case and filed a lawsuit in a U.S. district court. This litigation involved both the disciplinary action and the travel. The case was still pending before the hearing authority and the court. GAO will not decide issues that are before another forum competent to rule on them. GAO revoked the Claims Group settlement and held that the claims may be resubmitted to GAO for a decision in the event that the issues are not resolved by the Air Force and the court.
