Highlights

A firm requested reconsideration of a decision which dismissed as untimely its protest against the award of a contract. The protester contended that its protest had raised issues significant to procurement practices which should be considered on their merits and that the protest was untimely by only 1 or 2 days. Bid protest procedures require that, when a protest is initially filed with a contracting agency, a subsequent protest to GAO must be filed within 10 working days of knowledge of the initial adverse agency action. Because the protest was not filed within this timeframe, it was dismissed as untimely. GAO did not find the issues presented by the protest of sufficient impact to warrant review under the significant issue exception. Accordingly, the prior decision was affirmed.
