A certifying officer requested an advance decision as to whether a supplemental travel voucher may be certified for payment to an employee. The employee claimed per diem at a rate which was authorized by the agency prior to his travel but which was determined to be excessive subsequent to the employee's return. The agency paid an amount substantially lower than that claimed by the employee. The employee contested the findings and suggested that, since the authorized daily per diem allowances for his trip totaled the amount which he claimed for reimbursement, the agency was legally bound to pay that amount. Upon review of the record, GAO noted that, notwithstanding the employee's contention, the agency improperly payed an amount which exceeded the maximum authorized figure. GAO concluded that the employee was not entitled to the amount reimbursed to him by the agency, nor was he entitled to the additional amounts he claimed. However, since a retroactive modification of the travel authorization was necessary in this case, and the amounts allowed did not appear to have been excessive under the circumstances, GAO would not question the method used to recompute the employee's travel allowances.
