A firm protested the Air Force's rejection of its offer as late and the award of a contract for stabilization brake parachutes to another company. The protester contended that its telegraphic offer was received by the Air Force on the morning of the bid closing date. In support of its contention, the protester submitted the telegraph company's statistical retrieval notice and an affidavit from the company's area manager. The Air Force contended that the protester's offer could not be accepted because it was stamped in on the day after bid closing and that there was no Government mishandling. Upon investigation, it was determined that the offer had been received in a timely manner and that an inexplainable error had occurred in the Air Force mail room. Accordingly, the Air Force should have accepted the protester's bid; however, since the contract has already been performed, it was inappropriate to recommend corrective action.
