A firm requested reconsideration of a decision denying its protest which contended that a Defense Logistics Agency (DLA) invitation for bids overstated its minimum needs and, therefore, unduly restricted competition. GAO originally held that DLA made an adequate showing that the specifications in question were reasonably related to its needs, and the protester failed to prove otherwise. The request for reconsideration was essentially a restatement of arguments made in the original protest, and it failed to provide any evidence of factual or legal errors in the decision to warrant reconsideration. Further, the protester's argument that the agency changed the type of procurement to avoid a sole-source procurement provided no basis for sustaining the protest in view of the GAO holding that the specifications for this procurement reasonably related to the agency's needs. Accordingly, the prior decision was affirmed.
