An accounting and finance officer of the Defense Logistics Agency requested an advance decision on the propriety of reimbursing an employee for a fuel transportation surcharge paid in connection with the transportation of his mobile home between duty stations. Fuel surcharges are part of the carrier's approved tariff for the transportation of the mobile home, and not a charge for a special service. Accordingly, the computation of the employee's transportation expense claim may include the fuel surcharge.
