A Federal employee appealed a GAO decision which denied a claim for expenses incurred in shipping household goods to his new duty station. The agency informed the employee that he was to be transferred to a new duty station in 3 weeks. He was told to obtain an estimate from a mover so that the agency could determine whether to authorize the transportation of his household goods. The cost estimate was based on an expedited service rate because the employee had requested delivery within the 3-week timeframe. When the cost comparison by the agency was not completed 1 day prior to the moving date, the employee stated that he inquired about his transportation entitlement and was told to proceed with the proposed arrangements. The employee further stated that he was left with the impression that his agency was paying for the entire move. The employee's actual moving expenses by expedited service exceeded the reimbursement amount available under the regular system. GAO reviewed the applicable travel regulations and found no existing authority that allowed reimbursement for expedited service. Accordingly, the denial of the employee's claim was sustained.
