GAO has no objection to a proposed draft segment of the Federal Acquisition Regulations covering the applicability of contract cost principles and procedures; the cost principles for construction, construction management, and architect-engineer contracts; contractor liability for loss of or damage to Government property; and contract delivery or performance.
