A firm requested review of final settlement action taken by the General Services Administration (GSA) on a Government bill of lading (GBL). The protester was originally paid for transportation services under the GBL. The protester filed a supplemental claim for additional transportation charges based on the theory that exclusive use of vehicle service was requested by the Government. GSA denied the claim because the protester failed to substantiate its entitlement to higher exclusive use charges. The request for review could not be considered by GAO because it was filed beyond the time limitations for review set forth in Federal regulations.
