A member of the Army, who served as a former Health Director of the Canal Zone Government, requested payment for his electricity costs incurred while he occupied Government housing. An accounting officer requested an advance decision as to whether this voucher could be paid. The basic allowance for quarters takes into account charges for heat and electricity as well as rental charges. Since the employee lived in Government quarters for which rent was due, he was eligible for a quarters allowance. Even though the utility charges amounted to more than the allowance he received, he is not eligible to receive reimbursement of these charges. Accordingly, the voucher may not be certified for payment.
