Proposed Amendments to Procedures for Decisions on Appropriated Fund Expenditures

GAO was asked to amend its procedures for decisions on appropriated fund expenditures which are of mutual concern to agencies and labor organizations to cover the statutory labor relations program established by the Foreign Service Act. Except for two sections, the procedures referred to apply to the labor relations program established by the Foreign Service Act. GAO will apply the policies expressed to matters grievable under the Act. GAO will respond to requests for advisory opinions from neutrals administering the Act in a manner consistent with the procedures, except that opinions should be served to all interested parties in each instance.
