A certifying officer of the Department of Housing and Urban Development (HUD) requested a decision as to whether an employee could be reimbursed for real estate expenses incurred in the sale of a home. The title to the home was in the name of the employee's mother. The mother depended upon the employee for physical care, but not financial support. Therefore, the mother could not be considered a dependent parent within the meaning of applicable Federal Travel Regulations. Accordingly, reimbursement of the real estate expenses was not authorized.
