A civilian employee of the Department of the Air Force requested reconsideration of a settlement denying his claim for a retroactive temporary promotion with backpay. The employee argued that for over 3 years he had been performing the duties of a WG-06 position while employeed as a WG-02, and that he should be compensated for the duties he performed at the higher-graded position. Claims against the United States, such as for retroactive temporary promotions, are not allowed unless they are corroborated by Government records or other documentary evidence. Since the record did not provide sufficient evidence that the claimant was detailed to the higher-graded position or that he performed the full range of duties of that position, the employee did not meet his burden of establishing the liability of the United States and his right to payment. Accordingly, the settlement disallowing the employee's claim was sustained.
