Protest of Air Force Contract Awards in Federal Republic of Germany

Contact:
A firm protested all contract awards made by the Air Force in a European contracting region during fiscal year 1980 for the acquisition of fire and security devices and related installation and maintenance services. The firm also requested GAO assistance in obtaining information from the Air Force under the Freedom of Information Act. An interested party may protest the award or a proposed award of a contract by an agency of the Federal Government providing that the protest identifies the contracting activity and solicitation and/or contract, and protests must be timely filed in accordance with the standards set forth in regulations. GAO has no authority to act under the Freedom of Information Act. Appropriate remedies exist under this Act to obtain information to which a party is legally entitled. The protest did not meet the standards prescribed by bid protest procedures. It did not identify any specific procurements, and appeared to be untimely because it covers all of a fiscal year, but was not filed until October 29th of that year. Thus the protest could not be considered.
