An Army employee requested reconsideration of his claim for retroactive temporary promotion and backpay. The employee alleged that he performed the duties of positions at grade higher levels for over 3 years while only receiving the compensation of his offical position. The Army found that the employee was officially detailed to and temporarily promoted to higher level work for less than 2 months during the period claimed and was not officially detailed to any established position at a higher grade level at any other time. Although the employee submitted several letters from various supervisors and fellow employees indicating that he had from time to time performed duties commonly done by workers at the higher levels, the Claims Group denied the claim because the evidence presented was insufficient to demonstrate that he had been officially detailed to an established higher-graded position during the period claimed. In support of his appeal, the employee presented additional documentation purporting to show that he had performed duties a higher-graded level. This, too, was insufficient to prove the employee's claim. Accordingly, the disallowance of the claim was sustained.
