An Army employee requested reconsideration of the disallowance of his claim for reimbursement of title insurance costs incurred in connection with the purchase of a residence upon transfer to a new duty station. While the record indicated that the employee was required to purchase mortgage title insurance, there was no indication that he was required to purchase an owner's title policy. Since the latter is specifically nonreimbursable under the Federal Travel Regulations and it was not necessary for consumation of the transaction, the employee was only entitled to the amount allocable to the mortgage title insurance. Therefore, the claim for the amount allocable to the owner's title policy was again disallowed.
