A civilian employee of the Air Force requested reconsideration of his claim for a retroactive temporary promotion and backpay for detail to a higher-graded position. The claim was previously denied because the employee failed to provide sufficient evidence to show that he had been officially detailed to the higher-graded position. In support of his appeal, the employee submitted copies of facility work order sheets and contended that they constituted evidence that he was detailed to the higher-graded position. It was held that while the worksheets may have demonstrated that he performed a variety of duties, they did not prove that he was officially detailed to the position and performed its entire range of duties. All claims are considered on the basis of the written record only, and the burden of proof is on the claimant to establish the liability of the Government and the claimant's right to payment. Since there was insufficient documentation establishing official detail to the position, and the employee failed to provide sufficient evidence supporting his claim, the previous disallowance of the claim was sustained.
