An employee of the Navy appealed the disallowance of her claim for a retroactive promotion from grade GS-3 to GS-5. The claim was disallowed on the grounds that she did not meet experience requirements for promotion to grade GS-5. Although an employee is not eligible for a promotion to a position two grades higher to which he is detailed, GAO has held that the employee is entitled to a retroactive temporary promotion to a one grade increase beginning on the 121st day of the detail. Accordingly, the claimant was to be promoted to grade GS-4 beginning on the 121st day of her detail.
