An employee appealed the disallowance of his claim for a retroactive temporary promotion with backpay incident to a detail to a higher level position. The employee's supervisor had stated that while the claimant had to accept some duties of a supervisor, he was not expected to perform the full range of the duties of the higher graded position claimed. The supervisor stated that he performed the duties of the higher branch chief position himself. On appeal, the claimant submitted written statements of other branch chiefs indicating that they regarded him as the branch chief. However, it was held that the claimant had not sustained his burden of proof that he was in fact detailed to, and performed the full range of duties of, the higher graded position. Accordingly, the disallowance was sustained.
