In protesting the award of a contract, a firm recognized that its protest was untimely, but urged that it be considered under the significant issue exception to the untimeliness rules. The protest was dismissed as untimely and without consideration of the issues, because the issues were the subject of prior GAO decisions. Issues which have been previously considered are not significant within the meaning of the rules covering the exception of issues to untimeliness.
