The issue was whether a reimbursement voucher for the cost of reproducing photographs taken at the National Park dedication of the Klondike Visitor Center could be certified for payment. While the certifying officer stated that the photographs were not necessary, the only justification offered for the expense was the statement that the requisition was in the best interest of the National Park Service. The photographs were to be used for the Center's records and as mementos sent with thank-you letters to those who assisted with or were in attendance at the ceremony. Since the expenditures were not specifically authorized by any appropriation act or other statute, and not justified as necessary to the Center's purpose, the voucher was not permitted to be certified for payment.
