The payment in question concerned an incentive payment claim by an armed services member under the Do-It-Yourself Household Goods Moving Program. The member used a borrowed vehicle rather than using a vehicle he owned for transferring his household goods. Although the Joint Travel Reglations' language appears to preclude participation in the Do-It-Yourself program by members transferring household goods via a borrowed privately owned vehicle, such a conclusion would be inconsistent with the purpose of the program. The term privately owned, as found in the regulations, is merely a means of distinquishing the vehicle in question for rental and commercial vehicles and does not require ownership of the vehicle by the relocating member. The member should be paid the applicable allowances incident to shipment of his household goods under the Do-It-Yourself program.
