An agency requested relief from liability of a cashier for a loss of $7,427.21. The cashier followed the prescribed procedures in shipping the currency to another office; however, the package was not picked up by the office to which it was sent. The agency concluded that there was no fault or negligence on the part of the employee, and that the loss resulted from theft by an unknown person. GAO agreed and established that due to an intervening weekend, the cashier was not negligent in the delay in inquiring if the currency had been received as would normally have been the case; nor was any other agency employee negligent. Thus, GAO concurred with the agency determination to grant relief to the employee.
