A company requested a reconsideration of a decision which denied its protest of a Department of the Army contract for armed security guard services. The protest was denied because the solicitation was not found to be ambiguous and confusing as the company contended. The basis for the request for reconsideration was that the decision incorrectly ignored the impact of the extensive amendments to the solicitation over a 6 month time period. The company also contended that the confused nature of the bidding pattern was evidence that the solicitation had ambiguities. The company further alleged, for the first time, an additional error in one of the amendments. It was held that the record did not show the alleged relationship between the bidding pattern and the alleged ambiguities. It was also held that the contention made for the first time, even though it was previously known to the protester, was untimely and was not considered. Accordingly, the prior decision was affirmed.
